Reception & weighing
Reception and inspection of materials
- When lorries arrive, materials are photographed, identified and graded according to their type and quality. This step is especially important for loads that may contain several waste streams.
Quality and traceability
- All information on materials, suppliers, hauliers, tonnages and quality checks is recorded, in particular in our ERP (Enterprise Resource Planning) system, ensuring full traceability from reception through production to delivery. This data will also support the future reporting obligations under the French Extended Producer Responsibility (EPR) scheme for commercial packaging, due to come into force on 1 January 2027.
- Quality checks are carried out throughout our process. The first deliveries from a new supplier or of a new material undergo in-depth analysis and characterisation, followed by regular checks to ensure quality is maintained.
- All products entering our site are sorted and processed so they can be directed to a suitable recycling stream. Our aim is to supply a uniform secondary raw material (SRM) of consistent quality that meets the requirements of plastics processors and producers.
Certificates and attestations
- In accordance with the regulations, we issue recovery certificates for the 7 waste streams** covered by French law, specifying the treatment route, recovery method and destination of the materials you have entrusted to us. These certificates allow you to demonstrate compliance with regulatory obligations on waste sorting and recovery.
- We also provide recycling certificates confirming that the materials entrusted to us have been recycled.
- We ensure the traceability of your waste from drop-off to final destination, systematically providing a waste tracking form (BSD).
**Regulatory reference: French Order of 21 December 2021 on the certificate referred to in Article D.543-284 of the Environmental Code. Paper and cardboard, metal, plastic, glass, wood, mineral fractions and plaster.

EPR for commercial packaging
What changes for you
From January 2027, new regulations govern the end of life of commercial packaging: the French EPR scheme for commercial packaging (REP EPRO).
It applies to any business placing commercial packaging on the market (sales, grouped or transport packaging): pallets, film, cardboard boxes, drums, crates, strapping, etc.
In practice, if you manufacture, import or sell packaged products intended for other businesses, you are required to fund the collection and recycling of that packaging, either by joining an approved producer responsibility organisation (PRO) or by setting up your own scheme.
The 3 approved producer responsibility organisations
The French government has approved three producer responsibility organisations to help businesses meet this obligation: Citeo Pro, Léko Pro and Twiice. Each business concerned chooses the one that best suits its sector.
What Transplast Engineering brings you
Whichever producer responsibility organisation you belong to, Transplast Engineering collects, sorts and recovers your commercial packaging waste in compliance with the REP EPRO framework.
Understanding current and upcoming regulations
Assessing their impact on your business
Getting a full waste audit
Benefiting from a bespoke take-back solution
Getting support with your EPR compliance
Haven’t chosen a producer responsibility organisation yet, or not sure whether your business is affected? We can review your situation with you.
Our CSR commitment
With the right sorting practices and suitable recycling solutions, waste can be turned into secondary raw materials (SRM) and fed back into manufacturing processes.
What we do in practice:
0
Waste sent to landfill.
We favour reuse and recycling over landfill.
90 %
Of our suppliers are French. We work with local, clearly identified recovery channels.
80 %
Of recycled materials are put back on the French market. The remaining 20% go back onto the European market.
100 %
Of your waste is processed
Why does this matter to you?
Entrusting your waste to Transplast Engineering makes it easier to meet your legal obligations, and lets you showcase a responsible approach to your customers, partners and employees.
On request, we can provide a traceability and recovery report, useful for your own CSR initiatives or tenders.
Regulatory obligations for commercial plastic waste
1. Principle of responsibility: you remain responsible right to the end
Article L.541-2 of the French Environmental Code states that any producer or holder of waste is responsible for managing that waste until its final disposal or recovery, even when the waste is transferred to a third party for treatment.
In practice: handing your waste over to a service provider does not release you from your responsibility. You must make sure the provider is authorised to handle it, and keep the supporting documents.

2. Source separation requirement: the "5/7/8 streams" decree
- Decree No. 2016-288 of 10 March 2016, known as the “5 streams decree”, made source separation of 5 streams mandatory: paper/cardboard, metal, plastic, glass and wood. These obligations are set out in Articles D.543-278 to D.543-287 of the Environmental Code and came into force on 1 July 2016.
- Decree No. 2021-950 of 16 July 2021 extended this obligation to mineral fraction waste and plaster waste from construction and demolition (moving to “7 streams”), and introduced mandatory sorting of textile waste from 1 January 2025.
What this means for your commercial plastic packaging: plastic has been one of the 5 mandatory streams since 2016. Packaging film, jerry cans, big bags, plastic drums and strapping must all be collected so that as much as possible is recycled.
Penalties: an administrative fine of up to €150,000, and a criminal offence punishable by up to two years’ imprisonment and a fine of up to €75,000 under the Environmental Code.

3. Chronological waste register: the (sometimes) forgotten obligation
Article R.541-43 of the French Environmental Code requires operators of facilities that produce or dispatch waste, as well as collectors, hauliers, dealers, brokers and operators of transfer, consolidation or treatment facilities, to keep an up-to-date chronological register of the production, dispatch, reception and treatment of that waste, and of the products and materials resulting from its recovery.
This register must cover all waste, whether hazardous or not. It must be kept for at least 3 years.
Since 2022: Decree No. 2021-321 of 25 March 2021 paved the way for digital waste tracking forms and introduced a national waste register via the Trackdéchets platform.

4. BSD (waste tracking form): who really needs one?
This is a common source of confusion.
The BSDD (hazardous waste tracking form) is mandatory for hazardous waste. For non-hazardous waste such as plastic, a BSD is not mandatory, but you must keep an up-to-date waste register.
The French Environmental Code (Articles R.541-42 to R.541-48) sets out in detail what BSDs must contain and how long they must be kept. Since 1 January 2022, digital BSDs have been mandatory for hazardous waste via the Trackdéchets platform.
